يحتفل العالم في الثامن من شهر آذار باليوم العالمي للمرأة حيث يحمل شعار الاحتفال هذا العام “الحقوق والمساواة والتمكين لكافة النساء والفتيات"، ويراد من شعار الدعوة العمل على إجراءات من شأنها أن تفتح الباب أمام المساواة في الحقوق والفرص للجميع.
وفي ذات السياق فإن المركز يثمن الجهود المبذولة على الأصعدة كافة في مجال حقوق المرأة والتي تتفق مع شعار الاحتفال، حيث ورد في المادة السادسة من الدستور الأردني " الأردنيون أمام القانون سواء لا تمييز بينهم في الحقوق والواجبات وإن اختلفوا في العرق أو اللغة أو الدين "، وكذلك تكفل الدولة تمكين المرأة ودعمها للقيام بدور فاعل في بناء المجتمع بما يضمن تكافؤ الفرص على أساس العدل والإنصاف وحمايتها من جميع أشكال العنف والتمييز. وفي الوقت ذاته صادق الأردن على اتفاقية القضاء على جميع أشكال التمييز ضد المرأة المنشورة في الجريدة الرسمية عام 2007م، وكذلك على الاتفاقية العربية رقم (15) لعام 1983م بشأن تجديد وحماية الأجور ونشرها في الجريدة الرسمية والتي نصت في المادة (13) على أن "تمنح المرأة العاملة الأجر المماثل لأجر الرجل وذلك عند تماثل العمل". أما على صعيد التشريعات الوطنية فقد تم إقرار وتعديل العديد من التشريعات التي تضمن المساواة وتمكين المرأة كإقرار قانون التنمية الاجتماعية لسنة 2024م الذي حدد أهداف وزارة التنمية الاجتماعية في تحسين نوعية الحياة للنساء ضحايا العنف الأسري والمعرضات للخطر بتوفير أفضل خدمات الحماية والرعاية لهم بتشاركية وعدالة وبما يضمن صون كرامتهم الإنسانية والمحافظة على خصوصيتهم والارتقاء بالخدمات الاجتماعية ونقلها من طور الرعاية إلى طور التنمية والتمكين وتعزيز الإنتاجية، كما يثمن المركز العمل على نشر البرامج التوعوية بحقوق المرأة من قبل المؤسسات الوطنية ومؤسسات المجتمع المدني وتجاوز الكثير من المعيقات الاجتماعية التي كانت تحول دون أداء المرأة لدورها في مختلف الميادين السياسية والاقتصادية والاجتماعية والثقافية.
ويؤكد المركز على أنه ما تزال هناك تحديات تواجه المرأة تتطلب تضافر الجهود كافة لتجاوزها ، كما أنه دأب في تقاريره السنوية على وضع توصيات تتعلق بحقوق المرأة بما يسهم في حمايتها وتعزيزها أبرزها، التوسع في تعزيز مشاركة المرأة في إدارة الشأن العام وتعزيز دورها في رسم السياسات وعلى مختلف الأصعدة واتخاذ الاجراءات التشريعية والادارية والتنفيذية اللازمة إعمالا لهذا الحق، وزيادة تمكين المرأة واتخاذ الاجراءات الكفيلة بضمان تمتعها بحقوقها كافة خاصة المرأة العاملة في القطاع الزراعي والمرأة ذات الاعاقة، وزيادة الرقابة وحملات التفتيش لضمان تمتع العاملات في القطاع الزراعي بحقوقهن، وتمكين النساء اللواتي تعرضن للعنف أو المعرضات للخطر بما في ذلك تمكينهن اقتصاديا، وفي الوقت ذاته الاستمرار في بناء قدرات مقدمي الخدمات والعاملين في دور حماية ورعاية النساء، بالإضافة إلى دعم وتمكين المرأة اقتصادياً واجتماعياً بصورة عامة وتوفير فرص العمل لها وتطوير مهاراتها وتحديداً في المناطق النائية بما يتناسب مع احتياجات السوق من الأيدي العاملة، بالإضافة الى العديد من التوصيات المنشورة ضمن التقارير السنوية للمركز الوطني لحقوق الإنسان.
Statement Issued by the National Centre for Human Rights on International Women’s Day
The world celebrates International Women’s Day on the 8th of March each year, and this year's theme is “Rights, Equality, and Empowerment for All Women and Girls.” The theme aims to call for actions that open the door to equality in rights and opportunities for all.
In this context, the National Centre for Human Rights values the efforts made at all levels in the field of women's rights, which align with the theme of this year’s celebration. Article 6 of the Jordanian Constitution states: "Jordanians are equal before the law, with no discrimination among them in rights and duties, regardless of race, language, or religion." Additionally, the state ensures the empowerment of women and supports them in playing an active role in building society, guaranteeing equal opportunities based on justice and fairness, and protecting them from all forms of violence and discrimination.
Furthermore, Jordan has ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), which was published in the Official Gazette in 2007. Jordan has also ratified the Arab Convention No. (15) of 1983 on Wage Determination and Protection, published in the Official Gazette, whose Article (13) states: “A working woman shall be granted the same wage as a man when performing the same work.”
At the national legislative level, several laws have been enacted and amended to ensure equality and women's empowerment, including the Social Development Law of 2024, which defines the objectives of the Ministry of Social Development in improving the quality of life for women who are victims of domestic violence or at risk. This is achieved by providing the best protection and care services in a participatory and just manner, ensuring the preservation of their human dignity and privacy, and enhancing social services by shifting from mere care to development, empowerment, and increased productivity.
The Centre also appreciates efforts to raise awareness about women’s rights through national institutions and civil society organizations, which have contributed to overcoming many social barriers that once hindered women from fulfilling their roles in various political, economic, social, and cultural fields.
However, the Centre emphasizes that challenges still exist, requiring collective efforts to overcome them. In its annual reports, the Centre consistently provides recommendations aimed at protecting and promoting women’s rights. Some of the most notable recommendations include:
Expanding and enhancing women’s participation in public affairs and policy-making across various levels.
Implementing legislative, administrative, and executive measures to uphold women's rights.
Increasing women’s empowerment, particularly for women working in the agricultural sector and women with disabilities.
Strengthening monitoring and inspection campaigns to ensure that female workers in the agricultural sector fully enjoy their rights.
Empowering women who have experienced violence or are at risk, including economic empowerment.
Continuing to build the capacities of service providers and staff in women’s protection and care centers.
Supporting and empowering women economically and socially, ensuring job opportunities and skill development, particularly in remote areas, in line with labour market needs.
Additionally, the Centre has published numerous recommendations in its annual reports, advocating for further advancements in women’s rights at the national level.
