Internal instructions for organizing the work of the National Center Library
Article (1):
These instructions shall be called the Public Service Instructions in the National Centre for Human Rights Library for the year 2009, and shall be effective from the date of their issuance.
Article (2):
The Center’s Library is responsible for purchasing and providing stationery materials in accordance with the provisions of the Center’s supplies and purchasing instructions.
Article (3):
Office supplies are purchased according to special forms prepared by the library, upon the recommendation of unit heads and office directors, with the approval of the Commissioner-General.
Article (4):
The library provides one copy of each book, and three copies may be purchased in emergency cases decided by the Commissioner-General.
Article (5):
Subscription to periodicals and the provision of the necessary numbers thereof shall be made upon request approved by the Commissioner-General.
Article (6):
A. Books are loaned to the center’s employees using the card issued by the library.
Article (7):
A. Permanent and contract employees are entitled to borrow a maximum of five books for a period not exceeding two weeks.
B. Trainees are entitled to borrow a maximum of two books for a period not exceeding one week.
Article (8):
A. In the event of delay in returning borrowed books within the specified period or failure to renew the loan according to the rules, the borrower will be denied access to the loan services for double the period of delay. If the delay is repeated, the library has the right to double the period of deprivation with the approval of the Commissioner-General.
B. In the event that the borrower wishes to renew the loan of the borrowed books, he must bring those books to the library to take the necessary measures regarding their loan and record the renewals on them, provided that the renewal is valid only once.
Article (9):
A. Any beneficiary in possession of overdue books will be denied loan rights for two months.
B. If the service of any staff member at the Center ends and they are in possession of borrowed books, those books may not be transferred to any other name, regardless of the reasons.
Article (10):
The library may retrieve any loaned book before the end of the loan period if necessary, based on the approval of the Commissioner-General.
Article (11):
Reference books, special collection books, university theses, periodicals, and magnetic discs may only be loaned in special cases decided by the librarian.
Article (12):
Anyone who causes the loss or damage of any library material must secure a replacement original copy and pay one dinar for binding services, in addition to three times its current price as estimated by the library. The Commissioner-General will consider replacing the fine with library materials whose scientific and literary value equals the value of the fine. In all cases, cases of loss or damage must be adjudicated within a maximum period of thirty days.
Article (13):
A. Books are donated from the Center’s library in accordance with the provisions of the Center’s supplies system.
B. Exchanges take place between the Center’s library and scientific and cultural institutions and bodies from collections designated for this purpose.
Article (14):
The concerned authorities at the center shall not discharge any of the center’s employees before obtaining a discharge from the library.
Article (15):
The Commissioner General shall decide on all matters not covered by a provision in these instructions.
