Overtime Instructions
Overtime work instructions issued pursuant to Executive Committee Resolution No. (3/2015) dated 10/26/2015
To regulate the disbursement of transportation allowances, meal allowances, and any other expenses, and to adopt the basis for overtime work at the center in the event that any employee is assigned to official work outside of official working hours, weekends, and official holidays.
This is because the financial and administrative instructions of the center do not address such a matter. After reviewing the bases for disbursing overtime work stipulated in the Jordanian Labor Law and those applied in some public institutions such as the University of Jordan and Al al-Bayt University, it was found that what is stipulated in the Labor Law is closer to the nature of the center’s work. Therefore, the mechanism was primarily based on the center’s privacy. In the event of a discrepancy between the reality of the center, some articles were added to suit the center’s privacy, especially in matters not mentioned in the aforementioned law such as hospitality, transportation allowance and meals. Accordingly, we suggest to your Excellency to adopt the following bases: –
Article 1
If an employee is assigned additional work, he shall be paid for each additional hour of work at a rate equal to 125% of his regular rate for each hour worked on regular days, and 150% of his regular rate for each hour worked on weekends, holidays, and official holidays.
Article Two
The fingerprint machine is used for employee entry and exit to calculate overtime hours after they are audited by the Administrative Affairs Unit. Overtime hours are recorded for each employee on a monthly basis and disbursed once at the end of the month.
Article 3
If employees are assigned official duties outside the center that do not require overnight stays and require a delay after official working hours to complete the work, the team leader is required to submit a detailed report to the Commissioner-General explaining the justifications and reasons for the delay and the work completed after official working hours.
Article Four
In cases of assignment to official duties that require overnight stays in governorates outside the capital, the center’s transportation and travel instructions shall be applied, and in this case the employee shall be paid the financial allocations specified in the transportation and travel instructions. In this case, the employee may not claim overtime pay.
Article Five
No additional working hours beyond the official working hours shall be approved for the purpose of disbursing overtime allowance unless they are accompanied by a prior assignment from the Commissioner-General based on the recommendation of the direct supervisor.
Article 6
Additional overtime is required for drivers assigned to official work by a movement order signed by the accompanying employee or team leader.
Article Seven
It is required that the total monthly overtime hours for any employee shall not exceed (30) thirty hours per month, except in exceptional cases justified in writing.
Article Eight
For the purposes of calculating the value of overtime work, the allowance for assignment to another job shall not be considered part of the regular wage mentioned in Clause (1) above.
Article Nine
As for the transportation allowance, the transportation and travel instructions address this issue if the employee uses his own car when assigned to carry out official business outside the center.
Article 10
If an employee incurs any emergency expenses directly related to official work while assigned to official external missions, the Commissioner-General will consider disbursing them, provided that a justified written claim is submitted, supported by original official invoices.
