Department of Studies and International Cooperation

The Department of Studies and International Cooperation aims to:
  • Develop and manage partnerships by identifying and strengthening collaboration with national human rights institutions (NHRIs), international human rights organizations, non governmental organizations, and governmental entities, as well as conducting discussions and negotiations and concluding agreements and memoranda of understanding to support joint cooperation.
  • Coordinate international participation and supporting Jordan’s engagement in international forums and conferences related to human rights, including organizing delegation participation, preparing documents and official positions, and assisting in the preparation for participation in international negotiations.
  • Track reporting timelines for the submission of reports to regional and international treaty and non treaty mechanisms, and follow up to secure the Center’s representation in the discussion of these reports by the relevant department.
  • Submit international human rights reports prepared by the relevant Commission to treaty and non treaty international mechanisms, reflecting the Kingdom’s obligations and progress attained in the field of human rights, within the prescribed deadlines.
  • Foster regional cooperation between the Center and regional human rights organizations in the field of human rights, such as the Asia Pacific Forum.
  • Evaluate and ensure continued compliance with the standards of the Global Alliance of National Human Rights Institutions (GANHRI), as well as maintaining high performance in the field of human rights. This includes monitoring and assessing post accreditation performance, submitting the required reports, and coordinating with all organizational units within the Center.

International Cooperation and Reporting Department

The International Cooperation Department works to:

  • Contribute to the effective implementation of international mechanisms established under international human rights treaties and conventions.
  • Promote the completion of ratification processes for international human rights treaties, protocols, and international humanitarian law instruments.
  • Monitor the implementation of international human rights treaties and conventions ratified by the Kingdom.
  • Follow up on reporting deadlines for submission to regional and international treaty and non treaty mechanisms, coordinate with the relevant Commission to ensure timely submission, and contribute to reviewing and provide input on other reports required by external entities.
  • Prepare reports to be submitted by the Kingdom to United Nations treaty bodies and committees, as well as regional human rights mechanisms, and provide legal opinions on other reports prepared by the Center, including contributing to the review of reports requested by other entities.
  • Contribute to the preparation of national reports on the Kingdom’s implementation of international human rights conventions, treaties, and covenants.

Studies and Annual Report Department

The Studies and Annual Report Department works to:

  • Prepare desk-based and field research studies and surveys aimed at contributing to the promotion and protection of human rights and fundamental freedoms, in line with the Center’s priorities. This includes publishing such studies and providing guidance and recommendations to government institutions, international organizations, and civil society on how to strengthen and protect human rights based on their findings.
  • Monitor key developments and emerging phenomena that constitute human rights violations through the analysis of statistics and the outputs of the Center’s relevant monitoring and follow up units. This includes identifying the most effective approaches to address such violations, proposing appropriate solutions and alternatives, and publishing and documenting them to raise awareness and advocate for corrective measures.
  • Review and examine studies and research conducted by organizations and associations concerned with human rights issues in the Kingdom and abroad, with the aim of benefiting from them, and document and disseminate relevant findings.
  • Monitor and follow up on human rights news across various media outlets, such as newspapers and websites, and documenting it.
  • Develop terms of reference (ToRs) for studies and research related to the program’s work and contracting their implementation, whether by consultants, specialized experts, or external entities.

Projects Funding Department

The Projects Funding Department works to:

  • Review the Center’s strategic and operational plans and collect and analyze data to identify the Center’s needs for grants, funding and technical support.
  • Engage with donor agencies to identify funding sources and secure the necessary financing for implementing the Center’s programs and projects.
  • Coordinate with the Planning and International Cooperation Center to benefit from available funding opportunities.
  • Conducting studies and collecting the necessary data and information for drafting terms of reference and preparing tender documents.
  • Follow up on obligations and commitments arising from the implementation of funding agreements, in coordination with the relevant financial units within the Center, and preparing periodic reports thereon.
  • Coordinate and manage projects implemented by the Center, whether independently or in partnership with donor agencies.
