Human Rights Promotion Commission

The Human Rights Promotion Commission aims to:
  • Develop and implement a national plan for teaching human rights principles and propose relevant educational curricula, in coordination with relevant stakeholders.
  • Contribute to the development of education policies aimed at integrating human rights into the educational system across all educational levels.
  • Propose and amend legislation and policies related to human rights, and ensure their alignment with international conventions and instruments.
  • Develop the necessary mechanisms for promoting human rights in Jordan, enhancing public awareness of their importance, familiarizing citizens with human rights concepts and principles, and strengthening awareness of the importance of integrating human rights concepts into education at various levels.
  • Disseminate findings of studies and research conducted by the Centre, CSOs, or relevant international entities, with the aim of promoting knowledge and raising awareness of human rights issues.
  • Highlight important and emerging issues that require public attention and international engagement through awareness raising and educational activities, including issues such as refugees, women’s rights, climate change, and others.

Human Rights Education and Training Department

The Human Rights Education and Training Department is responsible for:

  • Prepare and follow up on the implementation of training and awareness raising plans on human rights principles, in coordination with relevant stakeholders.
  • Develop and implement the Centre’s training plan for education and awareness raising activities, ensuring its alignment with the strategic plan and in cooperation with the various technical and specialized departments.
  • Design and implement education and training campaigns through organizing events, seminars, discussion forums, and participatory and interactive training programs, in coordination with the relevant technical and specialized departments.
  • Contribute to the development and implementation of awareness raising and training activities aimed at educating citizens about their rights and familiarizing them with human rights principles established by the United Nations and relevant international and regional conventions, as well as their application within Jordanian society, in coordination with relevant stakeholders and through the implementation of such programs in schools, universities, and professional settings.
  • Develop methodologies for assessing training needs, implement training programs, and measure their impact in the short and long term.
  • Empower citizens by enhancing their awareness of their rights as guaranteed by the Constitution, the domestic legislation in force, and international conventions and treaties, and assist them in taking the necessary procedures to realize those rights.

Policy and Legislation Department

The Policy and Legislation Department is responsible for:

  • Propose or review Jordanian legislation and policies with a view to protect and promote human rights, and provide opinions on draft legislation and other Jordanian policies, taking into account their alignment with international conventions, instruments, treaties, and international humanitarian law, in a manner consistent with the national interest and the Centre’s objectives.
  • Review existing legislation, identify provisions that are inconsistent with the international conventions, treaties, and instruments ratified by the Hashemite Kingdom of Jordan, and propose the necessary amendments to bring such legislation into conformity with those instruments and hence prevent potential human rights violations.
  • Follow up on and review recommendations issued by treaty and non treaty mechanisms, and provide recommendations on the integration of international human rights standards into Jordanian legislation and policies.
  • Examine reservations maintained by the Hashemite Kingdom of Jordan to provisions of international conventions to which it has ratified, and provide legal opinions and recommendations thereon, as necessary.
  • Provide legal advice and the necessary recommendations to the competent authorities on matters relating to the protection and promotion of human rights.
  • Provide legal opinions on reports prepared by the Centre or referred by official authorities, for submission by the Hashemite Kingdom of Jordan to international treaty and non treaty mechanisms.
