Human Rights Protection Commission
The Human Rights Protection Commission aims to:
- Develop appropriate methodologies and systems for receiving and handling complaints and reports submitted to the Center, ensuring tinmely processing, accuracy, efficiency, and confidentiality.
- Handle complaints and reports submitted by individuals and various entities concerning human rights violations, including civil and political rights, economic, social, and cultural rights, and the rights of vulnarable groups. Coordinate with other organizational units within the Center to esnure appropriate outcomes and effective resolution of such cases.
- Adopt effective mechanisms for monitoring human rights violations and related conditions, and for addressing abuses and violations, including through trials observation, and monitoring of elections and sit ins, in order to respond to human rights concerns, follow up on corrective measures, and prevent thier recurrence, in coordination with relevant stakeholders.
- Develop mechanisms for investigation, fact-finding, inference, and information gathering on human rights issues, and employ effective investigative techniques. Establish the necessary safeguards for conducting investigations into human rights violations and ensure their proper conduct and integrity.
- Develop procedures and guidelines for conducting field visits to all relevant entities and institutions to iedntify and adress human rights violations.
- Monitor developments, gather information, and document violations of civil and political rights within the Kingdom.
- Verify the extent to which individuals enjoy civil and political rights and document such enjoyment, as well as conducting inquiries and fact-finding into human rights violations or practices inconsistent with international human rights obligations, including the International Covenant on Civil and Political Rights.
- Coordinate with the legislative and judicial authorities to enhance the oversight roles of all relevant bodies concerned with the protection of human rights.
- Prepare reports on the findings and conclusions of the monitoring and investigation activities, and submit them to the relevant authorities together with recommendations to address the identified violations, while also incorporating them in the Center’s annual reports.
- Obtain, analyze and document accurate and credible information on civil and political rights violations, record the findings of the fact-finding processes, and propose appropriate remedial measures for affected individuals or organizations concerned.
- Conduct appropriate investigations, resolve reports or complaints related to civil and political rights violations referred to the Department, and submit reports, and take corrective and follow up measures.
The Economic, Social and Cultural Rights Department
The Economic, Social and Cultural Rights Department is responsible for:
- Monitor developments, gather information, and document violations of economic, social and cultural rights within the Kingdom, as well as assess the extent to which individuals enjoy these rights, and accordingly take the necessary measures promote their full enjoyment, while continuing to monitor, document, and evaluate their realization.
- Conduct field visits to monitor violations of economic, social and cultural rights and submitting recommendations to the relevant authorities.
- Verify the extent of the executive authority’s compliance with its obligations to take measures to ensure the full enjoyment of individuals’ economic, social and cultural rights.
- Conduct fact-finding and inquiries into violations of economic, social and cultural rights, including cases referred to the Department which are inconsistent with the established international human rights obligations, as stipulated in the International Covenant on Economic, Social and Cultural Rights, a, preparing reports and taking corrective measures as required.
- Prepare reports comprising the findings and conclusions of monitoring and investigations, with corresponding recommendations for addressing identified violations, and submit them to the relevant authorities, as well as including them in the annual report.
- Issue specialized reports on specific economic, social and cultural rights issues.
Vulnerable Groups Department
The Vulnerable Groups Rights Department is responsible for:
- Monitor violations of the rights of the most vulnerable groups within the Kingdom, coordinate with the relevant authorities to take necessary action, and adopt appropriate measures to address and prevent such violations.
- Verify violations affecting vulnerable groups that are referred to the Department, and submitting reports as well as taking corrective and follow up measures.
- Review legislation related to the rights of vulnerable groups, in coordination with the Policy and Legislation Department, and assesse its compliance with or inconsistency with international standards.
- Prepare reports comprising the findings and conclusions of monitoring and investigations, with corresponding recommendations for addressing identified violations, and submit them to the relevant authorities, as well as including them in the annual report.
- Develop proposals and recommendations for the Centre to submit to the relevant authorities on all matters that contribute to the protection of the rights of vulnerable groups.
- Monitor juvenile trials by attending court sessions and ensuring that judicial proceedings against individuals are conducted in accordance with fair trial standards.
Complaints Management Department
The Complaints Management Department is responsible for:
- Receive and hand reports and complaints related to human rights violations submitted to the Centre.
- Prepare legal memoranda on complaints and identify violations in accordance with international human rights standards, the Jordanian Constitution, and national legislation.
- Classify, index, and register reports and complaints in the electronic system, and follow them up in accordance with approved procedures.
- Follow up on complaints with the relevant authorities, inform complainants of follow up outcomes on an ongoing basis, and assesse responses received from the concerned entities.
- Receive complaints through the Centre’s hotline in accordance with shift arrangements and via the Centre’s website.
- Monitor allegations of recurring patterns of human rights violations, whether in terms of the alleged perpetrating entity, the nature of the violations, or the individuals affected, and preparing reports thereon based on the nature of the complaints received.
