Ministry of Health Responds to NCHR Recommendations on Amman Psychiatric Outpatient Clinics

As part of its ongoing monitoring activities, the National Centre for Human Rights (NCHR) conducted a monitoring visit on 11 June 2026 to the Amman Psychiatric Outpatient Clinics, located in the Sports City area of the capital and affiliated with the National Centre for Mental Health. The visit aimed to assess the healthcare and mental health services provided to service users and evaluate the suitability of the premises and available facilities in meeting their needs.
The visit resulted in a number of observations and recommendations, foremost among them the need to establish new premises for the psychiatric outpatient clinics that are suited to the nature of the services provided, equipped with the necessary logistical and human resources, and accessible to persons with disabilities and older persons. This would help ensure a safe and appropriate healthcare environment and enhance the quality of healthcare and mental health services provided to service users.
The visit also resulted in several additional recommendations aimed at improving the quality of healthcare and treatment services at the clinics. The Centre formally communicated these recommendations to the Ministry of Health on 25 June 2026 for follow-up and appropriate action.
In this context, the National Centre for Human Rights welcomes the Ministry of Health’s response and engagement with its recommendations, including the directives issued by the Minister of Health on 22 August 2026 to work toward relocating the clinics to new and suitable premises, given the deteriorating condition of the current building and the need to provide a more appropriate environment for the delivery of mental healthcare services. These directives are consistent with the findings of the Centre’s monitoring visit and the recommendations submitted to the Ministry in this regard.
The Centre emphasizes the importance of continuing efforts to implement the remaining relevant recommendations in a manner that contributes to strengthening the right to health, safeguarding the dignity of service users, and ensuring that persons receiving mental health services have access to appropriate and safe healthcare that respects their needs and rights.
The Centre will continue to follow up on the implementation of its recommendations and to monitor and verify the measures taken in response, in coordination with the relevant authorities. These efforts aim to address the observations identified during the monitoring visit, improve the quality of healthcare services, and enhance the tangible impact of the Centre’s recommendations.
