On the occasion of the World Day for the Right to a Healthy Environment, the National Centre for Human Rights (NCHR) reaffirms the close connection between this right and many other human rights. The enjoyment of human rights requires a healthy environment free from pollution, particularly with regard to the right to an adequate standard of living, which includes the rights to food and water. It is also directly linked to the right to health, as well as to many other rights that are affected, directly or indirectly, by environmental conditions.
In this context, international human rights standards have recognized and protected the right to a healthy environment, particularly through the International Covenant on Economic, Social and Cultural Rights. At the regional level, Article 38 of the Arab Charter on Human Rights provides that every person has the right to a healthy environment and that States Parties shall take the necessary measures, in accordance with their capacities, to ensure its realization. In addition, numerous specialized international agreements address issues related to the right to a healthy environment.
This right has also been protected within Jordan’s national legal framework through the Environmental Protection Law. At the same time, significant policy developments have taken place, most notably the launch of the National Biodiversity Strategy for the period 2025–2050.
In the context of digital transformation and artificial intelligence in the Kingdom, and their relationship to the right to a healthy environment, Jordan Digital Transformation Strategy and its Executive Plan for 2026–2028 include several pioneering initiatives, including the transition towards a green digital economy and sustainability.
Furthermore, the Jordan Artificial Intelligence Strategy and its Executive Plan for 2023–2027 include a number of environment-related projects, including the Water Quality Monitoring Project, which aims to provide decision-makers with the information and guidance necessary to reduce pollution and predict patterns of water pollution and its spread.
Jordan has also achieved notable progress in the environmental pillar of the Global Knowledge Index, attaining advanced rankings in sustainability and environmental management despite the challenges associated with renewable energy.
In this regard, and in support of ongoing national developments, the Centre calls for the continued implementation of its recommendations, foremost among them the development of a comprehensive and sustainable public awareness strategy to enhance environmental awareness among citizens regarding the importance of maintaining public cleanliness and refraining from littering. Such efforts should highlight the health and environmental consequences of these practices while encouraging community participation and cooperation. The Centre also stresses the importance of continuing to hold accountable those found responsible for littering violations, thereby reinforcing the principles of accountability and general deterrence.
In addition, the Centre calls for further studying the impacts of climate change, developing the necessary mechanisms to address them through comprehensive and integrated approaches, and expanding the use of artificial intelligence and emerging technologies to respond effectively to environmental challenges, including climate change. It further emphasizes the importance of addressing the environmental issues and challenges facing affected areas through holistic and sustainable solutions.
