The National Centre for Human Rights (NCHR), in cooperation with the Jordan Bar Association (JBA), concluded its first training course in Northern Jordan as part of a specialized training programme entitled “Human Rights Monitoring and Documentation.” The course, held in Irbid Governorate, brought together more than 30 lawyers from the Liberties Committee of the Jordan Bar Association.
The course builds on the training programme launched earlier in Amman and forms part of the National Centre for Human Rights’ Strategic Plan and the implementation plan of the Royal Committee for the Modernisation of the Political System relating to human rights. These efforts aim to strengthen the capacities of professional groups and promote a culture of human rights. Through its various phases, the programme seeks to train 180 lawyers across the Kingdom.
Opening the course, Ms. Nisreen Zureikat, Commissioner for Promotion at the National Centre for Human Rights, emphasized the importance of monitoring and documentation in the work of the Liberties Committee of the Jordan Bar Association. She described these as essential tools for following up on human rights cases and documenting violations, noting that strengthening the skills of committee members in this field enhances their ability to perform their responsibilities efficiently and professionally while addressing issues relating to human rights and fundamental freedoms.
Ms. Zureikat also highlighted the role of the National Centre for Human Rights in promoting the rule of law, fostering a culture of human rights, and raising awareness of the importance of fair trial guarantees.
For his part, Mr. Rizq Shuqairat, Head of the Liberties Committee and Member of the Council of the Jordan Bar Association, stressed the importance of continued cooperation between the Bar Association and the National Centre for Human Rights. He noted that strengthening the capacities of Liberties Committee members enhances the Committee’s role in monitoring cases related to human rights and public freedoms and supports lawyers in fulfilling their role in defending rights and upholding the rule of law.
Mr. Omar Bani Mustafa, Head of the Awareness and Training Unit at the National Centre for Human Rights, explained that implementing the programme across different regions of the Kingdom reflects the Centre’s commitment to providing training and capacity-building opportunities for lawyers. He emphasized the importance of applying the knowledge and skills acquired through the programme to strengthen professional practice and advance human rights work.
The training programme included several specialized modules covering the principles and methodologies of human rights monitoring, interview techniques for victims of human rights violations, the preparation of monitoring reports, and fair trial guarantees during the investigation, trial, and sentencing stages. It also included practical exercises and group work designed to strengthen participants’ applied skills.
At the conclusion of the course, participants emphasized the importance of continuing specialized training programmes in the fields of human rights, monitoring, and documentation. They also stressed the need to strengthen cooperation and partnership between the National Centre for Human Rights and the Jordan Bar Association and to develop advanced training programmes that respond to the needs of members of the Liberties Committee and further enhance their capacities to protect human rights and public freedoms.
The National Centre for Human Rights will continue implementing the remaining training courses under the programme in different regions of the Kingdom as part of its plan to train 180 members of the Liberties Committee, thereby strengthening their capacities in human rights monitoring and documentation and contributing to the promotion of the rule of law and the strengthening of Jordan’s justice system.
