NCHR Participates in the Launch of the Brussels Memorandum on Counterterrorism

The National Centre for Human Rights (NCHR), represented by Dr. Nidal Maqableh, Director of the International Relations Department, participated in the launch event of the Brussels Memorandum on Counterterrorism, organized by the Global Counterterrorism Forum (GCTF) in Brussels, Belgium, during the period 10–11 December 2025. The event coincided with the commemoration of the 77th anniversary of the Universal Declaration of Human Rights.
This participation comes as part of international efforts aimed at developing legal and oversight frameworks and strengthening human rights safeguards within the context of counterterrorism, in line with international human rights standards. The event witnessed wide participation from national human rights institutions, international experts, and representatives of governments and international organizations.

The meeting included specialized sessions addressing the legal mechanisms for oversight of counterterrorism measures, administrative detention, accountability, and judicial remedies, in addition to discussions on the impact of emerging technologies on counterterrorism policies. Participants also explored the challenges and opportunities for enhancing technical cooperation between states and institutions working in this field, in a way that contributes to strengthening respect for human rights.

In the session dedicated to the role of national human rights institutions, held prior to the launch of the Memorandum of Understanding, Dr. Nidal Maqableh presented the experience of the National Centre for Human Rights in Jordan in this field, in accordance with the mandate granted to it under Law No. 51 of 2006 and its amendments, as an independent national institution established in line with the Paris Principles of 1993. He emphasized the need to strengthen the capacities of these institutions to enable them to effectively carry out their roles, as well as the importance of exchanging expertise and best practices between national and international bodies, given their direct impact on promoting justice and the rule of law.

The participation of the National Centre for Human Rights in this international event reaffirms its commitment to its pivotal role in protecting and promoting human rights, ensuring a balance between security requirements and the preservation of fundamental rights and freedoms.
