The National Centre for Human Rights participates in the annual meeting of the Global Alliance of National Human Rights Institutions

The National Centre for Human Rights participated in the annual meeting and conference of the Global Alliance of National Human Rights Institutions (GANHRI), held at the Palais des Nations in Geneva, Switzerland, from 30 March to 1 April 2026. The Centre was represented by the Chairperson of the Board of Trustees, Chair of the Asia Pacific Forum of National Human Rights Institutions, and member of the GANHRI Bureau, Ms. Samar Al-Haj Hassan, accompanied by Dr. Nidal Muqabaleh, Director of the International Cooperation Department.
This international event is considered a high-level platform that brings together leaders and representatives of national human rights institutions from around the world to discuss current human rights issues, exchange expertise, and strengthen frameworks for international cooperation in the promotion and protection of human rights.
The meeting commenced on Monday, 30 March, with sessions of the regional networks, including the Asia-Pacific Forum, the European Network, the Network of the Americas, and the African Network of National Human Rights Institutions, where each network discussed key challenges and opportunities within its regional scope of work.
Ms. Al-Haj Hassan also chaired the Asia-Pacific Forum meeting, which constituted an important part of the overall discussions alongside the GANHRI meetings. The GANHRI Bureau also convened under the chairpersonship of Ms. Amina Bouayach to discuss relevant organizational and administrative matters.
The meetings continued on Tuesday, 31 March, with the convening of the GANHRI General Assembly, which addressed a number of agenda items, including the adoption of previous decisions, endorsement of Bureau membership, and review of periodic reports on the activities of the global network and its regional networks.
Reports from international partners were also presented, notably from the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP), in addition to discussions on accreditation issues, adoption of the 2025 financial report, and deliberations on the proposed work plan and budget for 2026. The day concluded with sessions dedicated to the exchange of experiences and best practices, with a focus on issues related to “people on the move.”

On the sidelines of the Alliance meeting, Ms. Samar Al-Haj Hassan chaired a seminar organized by the Arab Network of National Human Rights Institutions, in cooperation with the Independent Commission for Human Rights in Palestine, titled: “Defending International Law and the Multilateral System: The Role of National Human Rights Institutions in an Era of Regression.” The seminar addressed the growing challenges facing the international legal system and highlighted the important role played by national institutions in safeguarding and strengthening it.
Ms. Al-Haj Hassan also participated in a seminar organized by the Oman Human Rights Commission, where she presented a paper entitled: “The Intersection of Artificial Intelligence and Human Rights in Unstable Contexts in the Middle East.”
The paper reviewed the key challenges and opportunities associated with the use of artificial intelligence technologies and their implications for human rights systems, particularly in environments experiencing crises and tensions.
These participations come within the framework of ongoing efforts to enhance the presence of national human rights institutions in international forums, exchange expertise, and explore ways to address current challenges.
The annual meeting concluded with the Alliance’s annual conference held on Wednesday, 1 April, which addressed the theme “The Role of National Human Rights Institutions in the Promotion and Protection of Human Rights in the Digital Space,” through high-level sessions and in-depth discussions examining the challenges and opportunities posed by digital transformation, as well as ways to strengthen institutional responses to these developments.
